Who We Are

The Office of the United States Trade Representative (USTR) is an agency of more than 200 committed professionals with decades of specialized experience in trade issues and regions of the world.

We negotiate directly with foreign governments to create trade agreements, to resolve disputes, and to participate in global trade policy organizations. We also meet with governments, with business groups, with legislators and with public interest groups to gather input on trade issues and to discuss the President's trade policy positions.

USTR was created in 1962 and has offices in Washington, DC, Geneva, Switzerland, and Brussels, Belgium.

The Budget and Finance Office is an integral part of the USTR organization as it provides essential support in meeting the organization's goals and objectives. This group, which operates within the Administrative function of USTR, is responsible for procurement, travel and credit card management, handling all accounting and reporting requirement, as well as formulating the agency's budget and spending plan for current and future needs.


Finance & Procurement Internship Program, Office of Finance and Budget

USTR’s Budget and Finance Office is looking to recruit a volunteer intern for our Finance and Procurement program.  This year-round position offers both undergraduate and graduate students the opportunity to gain knowledge and experience in the areas of Federal Budget Processes, Funds Management, and Federal Procurement Regulations while providing administrative support to this unit

Duties include:

  • Assist in preparation and monitoring of USTR’s fiscal budget and conduct supporting analytical tasks.
  • Perform various financial and accounting inquiries including analysis of diverse data, preparation of accounting forms, and processing of invoices.
  • Prepare supporting documentation for travel requests and provide administrative support.
  • Assist with other projects as they arise in this dynamic work environment.

Skills required:

  • Solid background in Finance with a major in Finance, Accounting, or Business.
  • Advanced knowledge of Excel, PowerPoint, Word, and Access.
  • Strong analytical skills and high professional standards.



All applicants must be US Citizens, at least eighteen years of age at the time of applying, and enrolled in an undergraduate or graduate program at a college or university (2-4 year institution).  Must also be in good academic standing with at least 3.0 GPA.

To be considered for the 2017 Fall session, applicants must submit a resume and cover letter using the Jazz system, as well as answer all of the required questions.  Complete applications must be received by 11:59 p.m. on July 15th.  The expected start date would fall within the late August to early September time frame.  Intern work schedules are negotiable, however, the anticipated contribution is a minimum of 16 hours per week.

Selected applicants will be required to submit to a background check.  USTR is a Drug Free Workplace.  Recent or current drug use is not acceptable.  USTR reserves the right to disapprove tentative selectees based on information obtained in the background check.  All internships are unpaid.

Due to the volunteer nature of our program, USTR does not provide stipends. No assistance with housing or other relocation expenses are available. However, we can provide a transportation subsidy to assist with local commuting costs to and from the DC work location.
